If you wanted to, it would not be hard to install a PC in a vehicle. All you would need is a mounted monitor and a power inverter.
As to a GPS, look at the Garmin 18USB. This comes with a GPS antenna that hooks to a USB port, and it has the map software. I use this with a laptop in my cars and trucks!
