Can you use your car computer to temporarily disable your car’s starter?

I plan to lock my car with a computer as renforced security (with a password and stuff), I have seen police use similar methods to restrict habital violators from driving.

No. Your auto computer is not connected to the starter.
The easiest way is to install a hidden switch connected to your fuel pump.

Sounds like you have too much time on your hands.

I bet you could, but you’ll probably need a computer scanner. This analyzes the codes in all systems in your car. YOu can delete these codes and restore them later. Problem is, unless you work for the car manufacturers or a garage, you won’t be able to find it. If you can, it may set you back up to $5,000 USD!!! Not worth it, in my book. For a quick disable, just ask if you may borrow the boot thingy from the police…
