Dude you’re talking about designing a power supply for your pc into your car. Unless you know something about electronics it will be very difficult to do it. First is wrong to say DC to DC converter. You can convert a AC(alternate current) signal (like in the power outlets of the house) to a DC (direct current) like a duracell battery. The current of your car is already DC, what you need is a transformer which change the 12 v to a higher one like 18 v.

If you need 12-18 out, you pretty much already have it, unless you need 12 AND 18 out.
Step up DC-DC converters are very hard to design and build.
You would need some sort of oscillator ran through a step-up transformer, rectified and then regulated. The hard part is at what current you need to have the supply.
